Yes, in many cases it’s possible to wallpaper over existing wallpaper, but the surface must be in good condition. The wallpaper already on the wall should be securely attached, smooth, and free of bubbles or loose seams. If the old wallpaper is peeling off the wall, has a heavy texture, or consists of multiple layers, it’s usually better to remove it first. You should not wallpaper over vinyl wallpaper; it must be stripped before applying new wallpaper.

Before you begin, it’s important to clean the wall and check that the surface is even. Any damage or unevenness should be spackled and sanded. Dark or heavily patterned wallpaper can sometimes show through light-colored wallpaper, in which case applying a primer coat is a good idea.
If you have non-woven wallpaper that’s in good condition, it’s often no problem to wallpaper directly over it. If you’re unsure about the surface, it may be worth testing it on a small area first.
